วันจันทร์ที่ 1 กันยายน 2558 เวลา 13.20 น. พระโสภณวชิราภรณ์ (ไสว) รองอธิการบดีฝ่ายกิจต่างประเทศ รก.ผู้อำนวยการวิทยาลัยพระธรรมทูต ผจล.วัดอรุณ ฯ เปิดเผยเกี่ยวกับหลักสูตรพระธรรมทูต ผ่านหนังสือพิมพ์เดลินิวส์และข่าวสดว่า “จากการดำเนินงานฝึกอบรมพระธรรมทูตที่จะไปเผยแผ่พระพุทธศาสนาในต่างประเทศ ของมหาวิทยาลัยมหาจุฬาลงกรณราชวิทยาลัย ปัจจุบันมีระยะเวลาการอบรม 3 เดือน พบว่ายังไม่พอ ทั้งเรื่องการสอนวิปัสสนากรรมฐานที่ยังมีมาตรฐานไม่เท่ากัน เรื่องภาษาในการสื่อสารที่พบว่าจะต้องมีการฝึกใช้ภาษาในแต่ละประเทศประมาณ 4-5 ปี จึงสามารถเผยแผ่พระพุทธศาสนาเป็นภาษาของประเทศที่ไปอยู่ได้ อีกทั้งยังมีในเรื่องของวิธีการเผยแผ่ที่พบว่ายังอยู่ในระดับที่ไม่น่าพอใจ
สมเด็จพระพุฒาจารย์ (เกี่ยว อุปเสโณ) อดีตประธานคณะผู้ปฏิบัติหน้าที่สมเด็จพระสังฆราช เห็นปัญหาในช่วงที่ดำรงตำแหน่งประธานสำนักงานกำกับดูพระธรรมทูตในต่างประเทศ เคยมอบนโยบายให้กับมหาจุฬาฯ ว่าควรปรับปรุงการอบรมพระธรรมทูต ซึ่งประธานสำนักงานกำกับดูพระธรรมทูตในต่างประเทศรูปปัจจุบัน คือพระพรหมสิทธิ (ธงชัย สุขญาโณ) เจ้าอาวาสวัดสระเกศฯ กรรมการมหาเถรสมาคม ก็เน้นตามแนวทางดังกล่าวเช่นกัน”
พระโสภณวชิราภรณ์ กล่าวต่อว่า “ดังนั้น มหาจุฬาฯ โดยความเห็นชอบจากพระพรหมบัณฑิต (ประยูร ธมฺมจิตโต) อธิการบดีมหาจุฬาฯ จึงเห็นควรให้ตั้งวิทยาลัยพระธรรมทูต พร้อมทั้งปรับหลักสูตรการอบรมพระธรรมทูต เป็นหลักสูตรระดับปริญญาโท-เอก ใช้เวลาเรียนอย่างน้อย 5 ปี พระสงฆ์ที่จะเข้าเรียนได้จะต้องมีวุฒิการศึกษาระดับปริญญาตรี โดยกำหนดว่าก่อนเข้าเรียนจะต้องเลือกว่าจะไปเป็นพระธรรมทูตประเทศใด เพื่อฝึกในเรื่องของภาษา ซึ่งพระธรรมทูตจะต้องสามารถสื่อสารได้ทั้งภาษาไทย อังกฤษ และภาษาเฉพาะของประเทศที่จะไปปฏิบัติหน้าที่ จากนั้นจะมีการฝึกวิปัสสนากรรมฐาน 1 ปี ศึกษาธรรมตาม พระไตรปิฎกอย่างเข้มข้น 1 ปี”
“ในปีสุดท้ายของการศึกษาจะให้ทดลองปฏิบัติงานยังศูนย์ปฏิบัติงานพระธรรมทูตในประเทศต่างๆ ซึ่งมหาจุฬาฯ จะมีการแต่งตั้งที่ปรึกษาประจำศูนย์ เพื่อประเมินผลงานพระธรรมทูตด้วย ขณะนี้อยู่ในระหว่างเตรียมข้อมูลนำเสนอสภามหาวิทยาลัย ก่อนเสนอไปยังสำนักงานคณะกรรมการการอุดมศึกษา (สกอ.) และมหาเถรสมาคม กำหนดปลายปี 2559 เปิดรับพระนิสิตรุ่นแรกได้”

On August 31, 2558 Phra Sophonvachirabhorn (Sawai Chotiko), Vice Rector for Foreign Affairs of MCU, Acting Director of Dhammaduta College of Mahachulalongkornrajavidyala University (MCU) said that: presently, the Dhammadhuta training for propagating Buddhism overseas has only three months time for training. It found that it still unable to make Dhammadhuta to propagate Buddhism overseas either teaching meditation, language in communication and method of propagating Buddhism. Somdet Phra Buddhacarya (Kiaw Upaseno), the Former Chairman of the Executive Committee for the Supreme Patriarch who passed away, sighted the said problems and ever gave policy to MCU to revise new Dhammadhuta Curriculum. MCU, thus agreed to form up Dhammadhuta College and also to revise the Dhammadhuta Training Curriculum.
“The New Dhammadhuta Curriculum will be a curriculum for a Master’s Degree and a Doctoral Degree which takes at least five years for study. The monks who enroll this program must have a Bachelor Degree and must choose which country they want to be Dhammadhuta at, prior to the enrollment. This is for language practicing. Dhammadhuta must be able to communicate in Thai, English and specific language of the country which he is going to perform duty at. After that there will be one year in meditation practice, one year for the intensive Tipitaka Study, and there will be an internship in the last year of the program at the Dhammadhuta Working Center in various countries. MCU will appoint Advisors for each center to evaluate the Dhammadhutas’ performance. It is now in the process of information preparation for proposal submission to the University Council prior to proposing to the Office of the Higher Education Commission and the Supreme Sangha Council. Scheduling the end of BE. 2559 will be opened for applications of the first batch students.” Phra Sophonvachirabhorn said.
